According to statistics cited by this article, police officers are more dangerous than terrorists, the flu is six times more dangerous than terrorists, and walking down the street is 16 times more dangerous than terrorism to Americans.

Sharks are more dangerous than terrorists.

Unless they are terrorist-sharks.  Terrorist shark police officers drunkenly driving cars on American highways while force-feeding Americans fatty acids would be akin to the second coming of Hitler, in terms of death toll.
