I think the meta forum was merged with forum annoucements a while back.

As to why that thread was locked...no idea.  I had a quick scan of the thread, couldn't see a reason, and have no PMs.  I'm going to PM the mod in question who locked it, but my suspicion is that it was just an error...if you're navigating the forums by the links, it's very easy to click on a moderation option by mistake.  And the lock option in particular does not have any pop-up or confirmation screen when you click it, which makes it very easy to do if you didn't mean to.

Oh, and I've opened that thread back up, of course.
