I almost think the whole thing is just smoke and mirrors to keep support for Congress from completely collapsing and dragging the GOP's coalition down with it. They're parading around like they just solved world hunger or something (well, not that, since they'd never admit to doing that) despite the fact that the bill is still mired in parliamentary procedures. They've already pleased their base by portraying the Senate bill's success as something that matters, and if the bill does eventually die, they'll let it do so quietly and let their voters keep on thinking something was done.
