In 2016 I would have agreed. This time everything they have done is deliberate media shock attack, keep people reeling from the last awful thing you did and before they can respond do the next one.
I can say this because its literally what their steve bannon advised them to.

At the risk of arguing semantics, I'd say that "keeping people reeling" is chaos.  I also think Trump's unpredictability on tariffs, foreign policy, etc. is mostly his own doing, and that his advisers are largely yes-men.

But if we look more at the domestic affairs side, I might agree with you.  Stephen Miller and Kristi Noem have their agenda, and in that context, one could argue that Trump is less a chaos engine, and more a useful idiot.
