Given that this is from Oklahoma, I'm going to wager they are talking about the AC-OK.  Which I know is a tool that is used quite a bit here in Maine.  In fact, I'm pretty sure our Office of Substance Abuse requires the licensed agencies use it as part of their assessment protocol. 

In fact, the two counselors my grant employs uses it.  You can find it in this document:

There are a whole slew of substance abuse assessment tools out there.  Another one that I have intimate knowledge of is the JASAE, Juvenile Automated Substance Abuse Evaluation.  That one not only can tell whether or not a kid has a substance abuse problem, it can pretty much give you a specific diagnosis and recommended level of treatment, whether it is just some education, outpatient counseling, or full blown residential treatment. 

If you want some good night-time reading, Google TIP 31 and you can get a free copy of a booklet that details a lot of these tools.
