We already have Italy.

Anyway, this is likely part of a quid quo pro between an increasingly threatened Putin and the Orthodox Church.  Putin is also trying to undertake an anticorruption drive which is promising to be very unpopular at the moment, and this might be just the social issue to try and distract people from attacks against him.

Russia unfortunately has quite a history of hostility to homophobia, despite, y'know, Communism and such.
