I thought the same logic was as follows

Saddam = bad -> we declare war on him
Drugs = bad -> we declare war on them

The problem with the war on drugs is that it focuses on the wrong side of the equation, the supply.  You'd think a sophisticated country that can run an economy would understand that.  Oh, yeah right, nevermind.
