Step 1: Feds give free money to school systems.
Step 2: Feds wait for schools to become dependent on money.
Step 3: Feds threaten to withdraw money unless demands are met.  Free access to army recruiters (the only employer in the US who officially discriminates by sexuality,) bullshit NCLB, etc.

get mad at the military for the consistent stream of human rights violations concerning civilian non-combatants in warzones.
