Interesting to see Idaho and South Dakota get off fairly lightly, in comparison to the rest of the USA (assuming the wind from a levelled Cheyenne Mountain doesn't blow all over the latter).

That could just be because living in said states is bad enough as it is.  Nuclear war might actually be a step up for them.

Why would they nuke Warren County, TN?

There are a lot of caves in that area, maybe there's a secret government base in one of them.

Oak Ridge National Lab is only about two hours away. Warren County is a reasonable guess as the closest area suitable for a nuclear stockpile (tons of caves as you mentioned, tons of unused mines, much lower pop density than average for Tennessee.)
