Yes, but that makes it no more or less extortion. Besides, everyone pays taxes (or registers that they don't make enough income and thus get covered that way).

I don't like the scenario, but the horror (for me) lies in the individual humans choice not to help their fellowman. As the fire dept is all volunteer, I'm happy they're putting out all the other fires without getting paid for risking their life. I don't see the need to exaggerate the situation into something monstrous or extortion. IF they were gonna let people burn in there, then hell yes it would be monstrous and extortion.  As it is, I'd say its regretable and it was sad that these individual firemen allowed their chief to cowl them into not helping... but making it sound like the Mafia is just crazy.

Taxation is written right into the constitution as an allowed government power.

If you think it's a criminal act (extortion), then you should try to change the constitution, because right now it's legal.
