I dont think its that he preemptively condemned him. What I think happened is that he already knows the result of MAnnings "Trial" and he spoiled the ending for everyone.

Manning's going to be treated no differently than any of the innocent people picked up by the government in the War on Civil Rights Terror and held for years without being charged with anything. They'll do everything they can to avoid actually trying him for as long as possible so they can keep him out of sight/mind of the public, and then they'll railroad him in some military circus act whenever they get around to it.
