It's almost like the State Department has been intentionally crippled and gagged by someone with a vested interest in blunting America's ability to act diplomatically at all. Probably just a coincidence, though.

McCabe fired, two days before being eligible for his pension.  Obstensibly for improper contact with the press, but everyone knows it's because he corroborated Comey's claims of improper firing by Trump and Sessions.

McMaster is due to be replaced as well, though apparently he is aware of this and is actively working with Trump to put in place a transition plan for his successor, whether that is Kellogg or the Moustache of Doom John Bolton.
