My initial reaction is that the problem is the parents are pissed at someone in both scenarios.

I assume it's meant to be some kind of commentary on "kids today" and the school system in general but it is quite a pervasive problem through the decades of parents blaming every/any thing for their own failures as parents. The move to blame an external factor is easy, simple and you look and feel good. You didn't fuck up - them/they/it did. Now demand compensation of some kind to make it all OK.

The other problem is that the world has changed substantially from 1969 and the classroom appears equipped in the same manner. Ignoring decades of technology probably won't help the kids grades much either.
