I think it's controlled by his center of balance, so it's sort of like how you use a wheelchair or a segwey but this obviously has more dimensions to be controlled. The article doesn't really go into great detail about the controls but as you can see it's pretty fucking amazing.

It looks as though it's controlled based on balance and tightness of trousers. I imagine that the tighter your trousers are, the more horizontal you go. Like rocketeer style. His trousers were clearly set to "gentle hover and oscillate"
