If my public high school  Biology education and memory are correct then yes.
What is going on right now might be a shifting of the magnetic poles, that means a whole bunch of birds and fish derping themselves to death because they think down is up.

I dont think the normal graph was averaged, its just an example of a "normal" day. The date it is from is on the bottome of the pic. Considering the date Id say its a minimum.

It is kinda weird that there is some overlap and what looks to be not only weakness in the polar regions but also shift specifically in the polar regions. That said, I don't actually know how to interpret these graphs, other than the blue and red seem to be displaced, and I'm just conjecturing about a solar connection due to coincidence.
