The dog thing seems to be to be only slightly worse than the current model:


Cop (to random person on the street): Mind if I search your bag?

Citizen: I don't want you to search my bag.

Cop: Then we will detain you until we can get a warrant to search your bag.

Cop takes Citizen to the precinct, where s/he is placed in custody until the DA can find a judge who is either lazy,  or suspicious enough about why an "innocent citizen" would refuse to have their bag searched.

Sure, it may get thrown out of court, but in the meantime, get familiar with Kafka.
