Maybe the Jonestown Massacre and Jerry Falwell turn some people on, but Penthouse readership always seemed pretty vanilla.

Apparently the founder/owner/editor Bob Guccione chose for the magazine to have that investigative journalism focus, though whether it was out of personal interest or to differentiate it from Playboy is hard to say.

Oddly enough i remember Playboy having some pretty top notch short stories buried in there. I think Johnny's right they just let their writers write like actual journalists and authors because they know their audience will at least buy it for the centerfold.
