It's an utterly useless law no matter how you slice it.

Actually, there is a use for this law. It allows law enforcement to place someone who tries to kill themselves under protective custody long enough to make sure they are seen and evaluated by a mental health professional. The point is to protect those who attempt suicide and get them help so that they don't try again. I've had several clients who told me this law saved their lives by forcing them to stay in a medical, or mental health, facility until the urge to commit suicide passed.

It isn't really useless, since children who commit suicide will make their parents pay for the crime (at least in countries where adults are legally responsible for eveything their children do).
