Technology doesn't mean civilized, but neither does the lack of technology imply some sort of "noble savage" bullshit.

I certainly agree with that. I never liked the "noble savage" concept, either. It still implies a degree of cultural/social inferiority,  even glorifying it. It's like the 18th century's version of Hot Topic goth/emo kids.
